Please read the Advantage vs. Supplement page for a complete comparison of the two types of plans. The rest of this page refers to the Empire Advantage Mediblue Freedom PPO plans. For most people, I feel this is the best overall value, with a low cost and the choice of any doctor, low co-pays and a great part D plan it is hard to beat.
